El Dorado Hills incorporation try moves forward

The Mountain Democrat reported that the El Dorado Hills Community Services District (EDHCSD) has determined to partner with the El Dorado Hills Citizens for Cityhood group that is seeking local control for their community. Specifically, the EDHCSD directed staff to provide the board with a draft resolution and application, which, when approved, will be submitted to the El Dorado Local Agency Formation Commission (EDLAFCO) to officially start the incorporation process. EDLAFCO is the body established by state law to pass judgement on whether a proposal for an unincorporated community in El Dorado County to become a city ought to go before voters to decide. The EDHCSD decision is intended to start the EDLAFCO process so the question can be put to the voters in November 2026.

Presentations to the EDHCSD by people from Citizens for Cityhood stated that the community has grown by 28% since cityhood was on the ballot in 2008, with disproportionate per capita sales tax revenues going to the County instead of staying in the community for purposes such as upgrading the local infrastructure. They expressed concern that the mismatches will only grow in the future, adding that land use decisions should benefit the community, not just the County.

 The Serrano Fire Safe Council, the El Dorado Hills Chamber of Commerce, and the widow of the former County Supervisor who represented the area spoke in favor of having EDHCSD initiate the EDLAFCO process, which includes analysis of fiscal feasibility and an assessment of the potential impacts on the environment (an expensive, unnecessary requirement of state law that California (un)Incorporated wants reformed). The Citizens for Cityhood group has raised some $200,000 for the EDLAFCO process and would like the EDHCSD to cover remaining expenses. The EDHCSD decision is intended to start the EDLAFCO process soon so the question can be put to the voters in November 2026.
